Between Alastor's telepathic/empathic abilities and the fact that he literally lives in the movies, it's very easy to cross into infomodding with him. So to avoid that, I have here a handy little permissions post for these abilities.

Telepathy: Simply put, is he allowed to read your character's thoughts or project his voice into their mind?
Empathy: Can he sense your character's emotions? Normally he has to do this deliberately, but he might pick up on particularly strong emotions without even trying.
Is your character from a movie? Self explanatory.
If yes, can he be aware of this? If you'd rather not have your character directly fourth walled, he could have been through a movie that's remarkably similar but not quite the same.
If no, can he be aware of popular references to your character's canon? No major details, but things he might find in a show within a show or similar shout outs.

(Players from Daybreak Academy only need to answer the first two questions.)

Telepathy: Yes. Please note that he has a mental wall that separates his two sets of memories from his smaller several fake memories that has been put into his mind for years (you can blame dramadramaduck for this). This is to prevent him from going insane (though he already did go insane once). Please ask me beforehand.
Empathy: Yes. He's pretty easy to read.
Is your character from a movie? No

If no, can he be aware of popular references to your characters canon? Yes he can. Tails is from Sonic the Hedgehog video game series, which is pretty popular. Plus he's been fourth-walled at before in this game and in DDD.

Telepathy: Yes to Trixie, Hiro, Fluttershy and Fluttercruel. Also it should be noted that he may be able to hear two sets of thoughts out of The Flutters.

Telepathy: Yes to both Donna and Bertie. Bertie has been informed by multiple telepaths (in another game, granted) that it can be difficult at times to distinguish between his verbalized and internal thoughts as he thinks very loudly and clearly.
Empathy: Yes to both Donna and Bertie. Bertie's extremely easy to read, even without magical empathy.
Is your character from a movie? No, neither of them are.
If yes, can he be aware of this? N/A
If no, can he be aware of popular references to your character's canon?
Yes to Donna. She's a Doctor Who character, which I imagine he would have heard of. Bertie... about the only pop culture reference to Bertie's canon that Alastor would be likely to pick up is that he has a highly intelligent valet named Jeeves, which is a little odd. Jeeves has more or less entered pop culture as the name for a competent and knowledgeable servant (See the AskJeeves search engine).

Telepathy: Yes, but Sollux hears psychic voices and they'd probably cause interference of a sort. They're not as common in Equestria as he's used to, though. Also he'd probably be able to sense it, but doesn't have any way to stop it.
Empathy: Eyup, but Sollux's emotions are so volatile it might not be a wise choice ;)
Is your character from a movie? Nope.

Telepathy: With Flare Star, this is fair game. Luna is an alicorn and thus likely protected against such things, and Hain is a changeling drone, which is likely to be like trying to read/project to a less-sexy Seven of Nine.
Empathy: Most certainly, though it might be significantly harder with Hain, given the whole "feeding on emotions" thing leading to him having different emotional wavelengths on the whole.
Is your character from a movie? Nope!
If no, can he be aware of popular references to your character's canon? If you want to make MLP jokes, be my guest. :V

Ahahah...I think Sollux might be a case where he can't help but pick up on emotions. The canon example was with a possessing spirit driven by hatred, so Sollux's tendency to flip out when agitated miiiiight make his emotions hard to ignore.

Telepathy: Yes for Papageno and yes in principle for Handy/Andrew, though the latter will have some psychic defenses he'll likely throw up if he suspects anything of this nature is going on. These could probably be bypassed or knocked down by a strong enough telepath, as he's not a full Time Lord.
Empathy: Papageno broadcasts his emotions hardcore, man. Handrew is going to be same deal as above; if he's aware someone's listening, he'll be able to choose whether to mask any such output.
Is your character from a movie? Nnnno. Ish. The Doctor Who movie is pretty far before Andrew's time, and it was made for TV and might not count anyway. Several movies have been made out of Papageno's canon, The Magic Flute, but he's from the general opera canon, not any one of the movies.
If yes, can he be aware of this? If you like, though I imagine you're getting into obscurity in both cases.
If no, can he be aware of popular references to your character's canon? Yes. As with Donna, references to Doctor Who abound. I can't really think of any pop culture references to The Magic Flute, though.

I think in this case, he'd be familiar with the movie version of The Magic Flute. The Doctor Who movie is a bit after his time.

Telepathy: Yes to both Lucia and Joshua. Joshua will be harder to read once he's aware of being scanned; he has psychic combat training which includes ways to baffle mind-reading (SHOUTING THOUGHTS AT YOU, doing math in his head, thinking in Spanish and such).
Empathy: Go for it.
Is your character from a movie? Lucia and Joshua are not from movies.
If no, can he be aware of popular references to your character's canon? What popular references to Bliss Stage? He is, however, more than welcome to pick up on the JRPG tropes that rule Lucia's life.

Empathy: Sure! Again, like above, Kain has a weakness for outside forces taking him over, so I'd assume he can't hide his inner emotions too well from someone with that power.
